I've actually read several articles saying it does put quite a bit of stress on fish turning things from black to on and on to black. There are ways around it, the most common probably being having bulbs come on at different times instead of all at once, but I'm more interested in dimming because it means one ballast instead of two (which means only one plug on my power bar) and it seems kinda neat. 
I posted in the IceCap forum, only to be told they couldn't tell me anything except that IceCap should have a dimmable T5 ballast (their current ballasts can dim, but they only dim VHOs) within the next year. So I plan on just getting a regular T5HO retro kit to begin with (with two ballasts) and upgrade to IceCaps dimmable ballast when it comes out.
