I just set up a 15g saltwater on Sunday. 3 in crushed coral, filter, powerhead, heater, and marine bulb setup. I have a lot of questions. Should I vaccuum out the coral because when I move it the powder engulfs the water? Also, when should I add cured LR? This is a FOWLR tank to be by the way. Another question is when should I add my janitorial critters? Any advice would be appreciated.
 
The CC will be fine unless you want to switch to sand because CC can act as a nirtate trap. The cloudyness will go away after awhile. I had that problem when I tried CC when I first started. Yes, get cured rock. You should add your cleanup crew when you start to get fish or algae growth. Shrimps and snails will just die if they don't have a food source. They can't live off the liverock forever.
 
Add the LR right away.

Add your custodian crew about 6 weeks or so into your cycle.

That cloudiness will go away in due time. No need to get rid of the CC
 
I secong the removal of the crushed coral, it will eventually be a build up of nitrates. Plus if you wanted cerith snails and such to help clean the substrate it will be difficult for them.
I would go with sand.
You want to add your cleanup after your cycle is over and your levels stay stabile for about a week. Once they are stabile ad your cleanup crew.
The cloudiness is from the dust that the crushed coral holds.
