Looks like an eel larve.
Actually an interesting and sad saga regarding "glass eels" (a juvenile stage of American Eels)...
There's a massive demand for them in Asia. In the 1980s and 90s there was a huge "Glass Eel Rush" on the east coast; people were going nuts catching them in streams, even having gunfights over spots to catch them...really massacred huge amounts of eels, and the fishery was completely unregulated.
Since then pretty strict controls on posessing and selling them were imposed.
The population of eels is still in pretty sad shape and there's discussion of banning posession of any of them of any size.
People don't use glass eels for bait, but smaller-sized adult eels make excellent bait.
An amazing fish, they migrate all the way to the Sargasso Sea to spawn.
