OR3500 problem

I have to take apart and reassemble my OR3500 4-10 times before it will start. I plug it in and it will just hum, unable to get that initial rotor rotation for the magnetic field to keep it in motion. Is this normal? If not, is there anything I can do it make it work on startup every time? (My skimmer, which is using the OR3500, is in a tight enclosure so it will be a severe pain to have to take it apart a dozen times to get it to start whenever i have to turn it off.)

I bought it over a year ago and it's just been sitting as I built my stand, skimmer, rocks, etc. so I'm assuming I won't be able to send it back.

FYI - Apparently no washers came with my pump. There are 2 washers one for either side of the ceramic axle. Since it's been over 1 year the tech wasn't able to send them to me under warrenty, so for $4 + shipping I'll be receiving them in 2 days and hopefully that will fix my issue.
