I'd be tempted to recreate an urban environment if I had fish. Complete with drive through, cinema, bill boards and I'd throw in a couple of youths with their jeans hanging down. Show them a different world.
That would be awesome if you could actually pull it off, which is 99.99% of the art.

It would be pretty cool...though I reckon it'd be a bit too stressful for the poor fish. After a while they'd be jumping out of the tank!!
