I don't know for certain, but I'd say that as long as you have good ventillation going on in the room, you'd probably be okay. Stain would worry me more than latex-based paint. I spray painted my large tank in the same room that a stocked 29 was in without any issues. I made sure there was some good air flow through the room, though.
No idea on the tank impact, but if you're using spray paint, cover everything in the room. Even things on the other side of the room that would never ever ever be reached by the paint dust... So I would imagine making sure the tank is covered would be key.
Brian spent a chunk of time wiping down our kitchen after he painted the background on the new 92. There was blue dust on EVERYTHING in the kitchen... And if I recall, Angela would agree after a little run in with the carpet and the new tank??
