Phosguard bottle quantities variable?

The last time I ordered Phosguard, I bought a 2 L container of it. I just got done with it a few weeks ago. So I re-ordered with a guy sending in a large order to save on shipping. Well, the catalog he ordered out of, didn't have the 2 L size containers so he ordered me 2 , 1 L containers of it for the same 20 dollar price as a 2 L. So I get them home and I decided to just re-use the 2 L container figuring it takes up less space in the cupboard. I dumped the first bottle in, then the 2nd bottle, accept the 2 L container was almost completely filled to the brim and I easily had a quarter left in the 1 L container. Has anybody else noticed this? It says 1 L right on the containers and 2 on the large one. I know I'll be getting it in the 1 L containers from now on unless somebody can explain it.

If I remember correctly aren't the beads larger when you order the 2L bottle than the 1L?

No, I'm pretty sure they're the same size. If that was the case, the two 1 L bottles should have easily fit in the 2 L.
