I am noticing a few corals, bubble and a brain, that have recently begun to show some skeleton. All params are good except phos. at 2 ppm. Will this cause the tissue to recede?
 
2 or .2? My tank reads around .13 for a reference. If its 2 you have a real issue. Did something die recently that caused a jump or do you feed like a madman to a overstocked tank. And do you use flake food? A lot of processed flake food has a very high phosphate content.
 
We've had phosphate issues for 2 years now, I think we're finally getting things under control! What I've learned recently is that high phospates can make it harder for corals to absorb calcium.

If this is a new development, it's possible the stress has caused some issues with them, but wait for more advice.

Our phosphates have been much higher than yours for quite sometime, we just recently got them down to 2, and I'm seeing a big difference in some of my corals.

Another possibility for recession is lack of direct feedings and/or improper or old lighting.

if your phosphates were 2 ppm, your corals would be toast, and your water would be green so bad that you would not be able to see 3 inches into the tank

Mine were up at 5 according to the test we used (aquarium pharmecuticals) We're happy to see them at 2 (same test).

We've been battling a green hair algae problems for about 2 years because of it, and have had to clean off the glass daily. There has been algae on everything. We haven't seen huge amounts of coral growth during this time either, so I know they were affected. With it going down I'm seeing a difference in my corals.

We used the same test on our other tank and it reads 0, since we're getting different readings on different tanks, administered by the same person I don't think it's the test, and the readings were probably pretty close.
