It depends on what type you want to keep.
Flagtail pipefish can be kept like most delicate reef fish, but need to be fed frozen food.
Dragonface pipefish need a large, well established tank with lots of liverock. (Think mandarin fish cair)
Syngnathus species are generally found in seagrass beds.
Most will require live food, flagtail pipefish convert to froxen pretty easily but probably need live to start. Anemones are generally bad, as are other stinging corals. You'll need to protect overflows and pump intakes. Aggressive fish are out.
