Please help

Got new 32 gallon and leveled the four feet near perfect front back side to side but the tank rocks. Is this rocking normal for an empty tank? Do I need to fill it? I do have plastic vinyl under tank could this be an issue?

I started over and screwed back in all feet and noticed the tank rocks slightly. Is this normal?

Is the tank rocking on the stand or the stand rocking on the floor. Is it on a hard floor or carpet.

Its the stand that's slightly rocking. Its on plastic vinyl over carpet. The tank is empty and when I screwed the feet adjustment back in its level was really off and it rocked slightly too. Should I remove the vinyl cover? Tank is 6" from wall.
 
It may require shims- you can get wood or plastic varieties at the hardware store. I'm not clear on what feet adjustment means here; is this a stand made for aquariums or a household furniture item you are repurposing?
 
Here is the tricky part. If the vinyl is soft and carpet thicker than a berber then the feet will sink into it and the pad under it and it will rest on the bottom rails between the feet.
Unless the stand has legs of some sort. Shims are used on largish tanks but I dont think will work here and might make things worse by keeping it from settling evenly.
At this point I would screw the feet all the way in and fill the tank 3/4 of the way and let it sit a few hours. That will squish it all down into the carpet and it will be sitting mostly the way it's going to end up anyway unless you put something like 3/4 plywood or 2x4 runners under it so the feet work.
If you removed the feet, screwed them out. Would the bottom of the stand just be a rectangle that sat flat on the floor? In that case the tank would be as level as the floor is.

Sorry putting a new faucet in upstairs.

You say it is rocking. On carpet are you meaning you can move it back and forth. Not like on a hard floor where it goes clunk clunk like a chair that has one shorter leg when you sit in it.
That will go away when the weight of the water smashes it all down and compacts the carpet and pad. Unless it's really thick carpet and pad and then it may always wiggle a little. It wont fall over.

Thank you for the reply. The LFS guy who delivered wants to remove the vinyl when he comes back in a week. They attempted to level and i complained it was rocking he said we need to remove the vinyl then level again. Is this correct? Another problem I found are the feet. There is a nut you turn it spinning freely now. If I screw the nut to the foot it will adjust out but I can't go back inward? That is really bad design.

Its not berber carpet and its not real thick like under 1/2" its old 16 years old. Tank rocks a little not much now and feel its stable enough to try and just fill part way and wait few days check level again. I really don't want to remove the vinyl I like some spill protection.
 
The levelness should be fine. Depending on the weight, be aware the vinyl may crack over time.
