Porcelain crabs not moving?

I bought a pair of small porcelain crabs about a week ago. They both picked a spot and have yet to move. One is eating so I'm not concerned but the other one does not eat. It's in a piece of a live rock that it barely fits in and I've never seen him come out. He doesn't use the fans to eat either. Is this normal?
