Porcipine Puffer fish with cloudy eyes! what wrong!?

in my friends 40 gallon Saltwater tank theres a 9 inch puffer and just today he has cloudy eyes! I know thats not good. The tank has be running for maybe 2 months and the puffers been in there for 2-3 weeks at the most.
What could be the problem?
 
Puffer can appear to have cloudy eyes and that can be normal for them. If this is something new and getting worse then suspect ich or brooklynella with a possible secondary bacterial infection. Try to hold the fish against the glass with a net and look closely at the eye with a magnifying glass. Look carefully for a parasite attached to the eye. Could be an eye fluke.

It could be a bacterial infection, but what caused that? Usually bacterial eye infections go hand in hand with a parasite infection such as ich, velvet or brooklynella. What medication are you using?
