Possibly Ich on my new hippo

Alright heres the deal...i have a 55g reef tank that is about 3 months old. Water parameters n all that junk is normal so far.

Livestock includes
1 clown
1 damsel
1 blue hippo (i know i know the tank is too small for it but im takin my chances)
1 pepp shrimp
about 15 hermits and a nassarious snail

My brother bought the hippo last weekend and i am seein small bumps on it almost white but not quite. I wana know if someone can tell me if its ich or not. Neither of the other fish have any signs of ich at all. I have a small (2.5 g) tank i am thinking about settin up as a QT tank, but i wana make sure that it is ich and i am doing thing correctly.
 
heres a pic hope somebody can help me with this before i decide to move him to a QT.

it looks like there under its skin it could be a differnt kind of internal parisite. is it behaving differently/oddly rubbing against rocks or anything
 
That could be ick. The fish's eyes also look somewhat cloudy. As you should probably know having purchased one already, tangs are ick magnets, particularly the Paracanthurus tangs. I would not have added one to a tank that small, or to a tank that new. Putting it in a brand new 2.5 gallon QT would be the next horrible idea in a list of bad ideas.

The short answer is you are not prepared to care for that fish, whatever you choose to do.
