..what are they used for? when would you use one instead of a "circulating" pump?

There used for quite a few things, like skimmers (a Beckett), running Eductor/Penductors and whenever you need to pump water against alot of head and such.
Most dont "need" a pressure rated pump, but some applications call for it. For example, if you had your sump in a basement that was say 10ft or so below your tank, youd want to have a pressure rated pump to be able to push the water back up to the tank at a decent flow. A regular pump would lose too much flow because of head loss to work efficiently in that example. HTH

that's kinda what i thought but i get confused sometimes looking at all the options out there.
no basement here so i'll just go with the circulating type of pump...
