Problem with hair algae

My problem isnt big but it keeps coming back. I change my water 20% twice a week. My bio load isnt too big. I think I just cant get it all so it just grows and spreads. What is a good invertebrate that would take care of hair algae for me. I have a 29gal reef tank with soft coral. I was thinking about a blue tuxedo urchin? Is this a good invert?

Ive never had any experiences with urchins so I cant help you there. IME mexican turbo snails, and Lawnmower Blennies work great at eating it. Whats your phosphates at? What for water are you using? Are you using any sponge type filter pads? How long has your fug been running?
 
Read up a little more on the urchins and I am not going to get one. But I do have the type of algae that sasscuba has in his pic. I know my phosphates are up. I dont have filter pads, just the plants in my refugium. I air rated the sand and blew and scrubs my LR and cleaned out the refugium of all the crap. I know I need a better skimmer, I have a red sea prizm. I am planning on getting an Aqua C Remora. I am also planning on getting more turbo snails for my main tank. I think too many have died and I just havent replaced them. I also cut back on food. I think that will do the trick but any helpful advice is always good. thanks
