Problems with my clown

So I recently bought a priscilla clown for my 10 gallon tank, there was already a damselfish in the tank and when they met the damselfish was very aggressive. The strange thing is that the clown didnt seem to care. He would swim right up to the den that the damsel made and wouldnt react to the darting and tail slapping that the damsel did. I thought that they eventuality settle things out. But with the light turned off the clown is staying up on the surface of the tank, while the damsel is in its den. At first I thought that my pump was too strong but even with it turned off the clown still is swimming funny, I can post pics if that will help. I really don't know what to do, is doesnt look normal and I am a new reefer. I read that you can change the rock around and that will destroy the territory that the fish have marked out.
 
In my opinion 10 gallons is a bit too small for two fairly territorial fish…If the behavior doesn't subside I may consider taking one of the fish back to the lfs. But you could absolutely try rearranging the rock and reintroducing them at the same time.
