Puffer with fungus?

So I have a Dog face puffer who has been in hypo for the last 4 weeks for ick treatment. Before that he was treated with copper for two weeks. Ick is gone but he has a cotton-like ulcer on his tail. I was wondering if this was a secondary bacterial or fungal infection and if anyone has suggestions for treatments before he goes back into the main tank. Thx.
 
Can you post a picture of the area in question?
Fungus is not common in saltwater fish.

Is the area in question been injured? Is the area reddened? Is the area growing in size? Is the area with a white cauliflower appearing growth - Possibly you are dealing with lymphocystis?
 
Puffer Queen...It is infact lymphocystis....looks like a small cauliflower on the tail. Just figured that one out today. Anyway, it does not seem to be growiing. The center is a bit red but not too bad. Water parameters SG 1015 (starting the increase from hypo of 1009) will be 1017 tomarrow. AM 0, Nitrate 0, Nitrate 5, PH 8.0. I'll try to post a picture but it is very hard to catch as it is in the part of his tail he loves to fold or curl back.
Any suggestions? I read somewhere it should go away on it's own if all conditions remain good. Also, I am feeding food soaked in vitamins and garlic. I always really appreciate your input.
 
oops nitrite 0, nitrate 5. And no, there was no prior injury I am aware of. He's in the QT tank with a banna wrasse but they get along great.
