puffy eye

can anyone tell me what this is and more importantly what to do about it?

Its an almost 2 year old clarkii in a 20gal tank there are 2 of them and in my opnion they are deciding who wil me mom and who will be pop. The potential daddy is the one with the problem. I noticed some whiteness above his eye yesterday and today as you can see it's quite abit worse.

I know the tank is small for adult clarkii i've been planning an upgrade...

Could just be eye trauma or possibly, popeye...

I'd start by treating with something subtle: epsom salt - 1 tablespoon per 10 gallons

Won't hurt anything and it might just solve the problem.
