pump for sump use

ok so here i am again, displaying the noobiness for everyone to see. i am setting up a system and have two aquariums neither is drilled(though i am not opposed to the idea). one is 48x15x32Tall and the other is 48x18x20Tall. i am sure all of you veterans know what i am about to ask.

Which one should i set up as the main tank and which to use as a sump/refugium. But wait there's more.

I am assuming that the pump flow, GPH would be based on the total volume of sump and display combined and the outlets for this return could be used instead of powerheads, correct?

ok, so I am planning on a wide variety of inhabitants including sps, leathers, sponges, fish (tangs, clowns, damsels[if not too agressive] and maybe a wrasse [reefsafe]), Typical janitors.

want to maybe do seahorses in the refugium though not for a while until i am a little more experience and maintain a healthy ecosystem for a long time.

Live rock and DSB for filtration in main display and maybe sand in refugium. Also some form of macro algae in refugium as well.

Ok here is a funny thing too, i want to do this on a shoestring budget.(ok ok, like we all haven't said that before) Thanks everyone for your advice in advance.
