Pumps and lighting?

I am building a customer a system and he said price is not an issue. I am buying him the ACLS Lighting system with one 400w hallide and using vho for supplementing. Also, He has a 105 Corner Bow and i was wondering if i should get him the new vortec pumps or just go with the tunze w/controller. with the corner bow i thing i would have to go with two vortecs which i thing is a little too much. With the tunze i can drop a 6100 right in the back center infront of the over flow. Anyway on the lighting i was wondering if you have to get the acls controller and the ballast or is the controller the ballast?
