Quarintine tank questions?(Filtration, lighting, bioload...)

Hello everybody,

So as my tank is still cycling after the last crash, i was curious about setting up a SPS Quarintine frag tank... frags and colonies.
I heard stories about red bugs and well... i dont want them in my tank.

Ideas:
30 gallon tall
HOB Filter(MarineLand Emporor 400 rated for 80g?)
2 clownfish and 5lbs of live rock to help bio-load.
125watt full spectrum led light(no complaints)
and last but not least... flow.

Now im curious...
1)Can i just use water from my display tank to use for water changes?
2)Using Red Sea Coral Pro, and SPS, would i still need to dose if my parameters from the water of the DT are on dot?
3)Using the HOB filter, rated for much more with little to no fish, will the tank be suitible for SPS? If good lighting, flow are a factor?
