Question - Bio Chamber Oxygenation

I've recently posted pics of my DIY sump/Bio Chamber (FW/Brackish) and want to make a mod to it already.

When I built the bio-chamber, I made the internal side of the chamber extened 1" into the desired water depth to act as a sound filter, and it works, I hear no noise comming from my sump except where the water enters the drips plate - and it'a only audible when I open the cabinet.

What I'm concerned with now is oxygenation of the bio-chamber. I'm thinking that cutting "slits" in the sump side of the chamber will help, but the slits would have to be cut at a 45 degree angle so water won't splash out of the chamber and make an early exit. I would like these slits to be somewhat "pretty", and about the only tool I can see getting to the space would be a dremel, but I can't figure out how to get the dremel to cut at 45 degrees. Any ideas?
