Quick Question about cloudyness

Hello, I just recently got a 3gallno pico tank and I filled it with sand and live rock yesterday when I got home at around 4PM. I poured the sand in and as usual it was very cloudy, obviously. And today it was relatively clear but still a little cloudy in the morning. I went out to petco and got another piece of lvie rcok and set it in and it stirred up some sand and it was cloudy, this was about 4 hours ago. How long does it take to clear up fully? I had it sitting still for about 8 hours after I first put in sand and rock and it was still cloudy. Just wondering if it tanks longer for tank to clear up.

It can take up to a few days for cloudiness to clear up in a new tank.

I had it sitting still for about 8 hours after I first put in sand and rock and it was still cloudy.

If this means there's no flow I would recommend getting some flow going. If not ignore this part .

Should I turn my filter on and just take out the floss? When cycling should I keep the light on during the day. And never turn on the filter during the cycle?
