After water evaporates, you top off with fresh water? Correct?

Yes, ideally with purified freshwater (RO/DI) -- unless you are lucky enough to be in a community with a very good water system.

Since only the water evaporates, the salinity of the tank rises. When you top off with freshwater it brings it back to the target salinity. If you were to use saltwater, the salinity would rise each time.

Yes, fresh the salt doesn't evaporate, only the water.
