Can I start to cycle a tank with just LR LS and salt water and a raw shrimp? Then purchase equipment as I go? or do I need a protein skimmer and power head a such right off?

To clarify yes you can start the cycle without equipment, but it is better to have at least water movement. Your tank will also take longer to cycle if you do not have a heater.
