No, the high temps are very condusive to bacterial outbreaks. BActeria love the higher temps and the higher temps will stress the horses and compromise their immune systems which would allow the bacteria to get a good foothold.
Try removing the glass top and pointing a fan across the top of the tank. You will evaporate more water, but your horses will be a lot happier and healthier.
