Ranco not working

I am starting up a 225 and was going to use my dual stage Ranco temperature controller. I set it up last night and it turned on ok. I can not get it to program. The switch inside says unlocked but when I press the "set" button, nothing happens. I press the up or down and I get an "E1". I think I am screwed. I bought this on ebay a while back and it is new. Can you get parts for it? Is there something I am doing wrong? It is wired correctly - I checked twice.

Any help would be appreciated.

If E1 appears when you press the up or down button then the controller is not in programming mode. If it appears by itself without pressing the up or down button then you need to replace the controller.

Make sure the program switch is actually making.

I opened the unit up and pressed the set button manually but it did not enter programming mode. I tested the switch which swithches from lock to unlock with a continuity tester and it seems to be working.

Any help would be appreciated.
