Needs sand. Like all tamarins, not terribly hardy. Make sure it is eating, make sure the mouth has absolutely no damage (especially since it's in a barebottom tank), and treat with prazi, once acclimated to your QT.
Would be hard to gauge since I'd have to buy it online. However Vessel's fish are usually very healthy. But I do better with hardy fish it seems. Maybe I should pass.
I saw three at an LA wholesaler the other week. 2 of the 3 had injured mouths, and they were actually in a tank with sand. Do they provide any sort of guarantee? Usually tamarins are not included in such guarantees...
