Yes that's it! From what I read it said that the non photosynthetic ones come from the pacific and the photosynthetic ones come from the Caribbean. I'm surprised the link you sent shows that this is non photosynthetic from the Caribbean. Hmmm...

Im 99% sure its a NPS gargonian, attempted that one lasted about 2-3 months. If it has white polyps then yep 100% Non. The photosynthetic gargonians are usually some shade of brown or Purple with brown polyps and not nearly as pretty sadly. It will eventually starve to death without endless high nutrients in the water. And it prefers a dark area min light.
Yes. It's has white polyps. I'm going to attempt feeding it reef roids twice a week.

Hard to determine due to your lighting, a more natural daylight will give exact coloration of the animal. But there are several types of sea whips & spiny sea rods that look very similar and again if it has brown polyps its photosynthetic. Another way to tell is once its acclimated to your tank if it only extends polyps at night its a NPS like a yellow Dendro does. If it only extends its polyps during the lighting cycle then its photosynthetic. I have several types in my tanks and all are photosynthetic but all are brown and or have brown polyps on all. My yellow Dendro is my only NPS and while pretty is a pita to have to feed every single evening, sigh............. but i like its look so.
