Cyano thrives on high phoshates and prefers low flow. So to get rid of it you need to cut back on nutrient imports ( fish feeding ), and increase nutrient exports ( skimming, nutrient free water changes, add other plants to compete). Cyano will grow while the lights are on and die back at night when they are off. So siphoning off the cyano near the end of light on cycle will help remove excess nutrients and keep it at bay while things stabilize. Last if you have low flow areas it will help to increase flow in those areas, but largest impact will be through siphoning and better nutrient control.
