Reef Chromis with Crust above eyes - unknown

Hi,
I am working to establish a saltwater seagrass tank. I used ammonia to set up the cycles and when the ammonia level had dropped to near unreadable, and the nitrite level was nearly 0, with the nitrates slightly up, decided to add some fish. There is also grass in the tank doing well. I purchased 7 Blue/Green Reef Chromis on Tuesday along with snails. Three Chromis have died. Snails seem fine. All have been eating frozen and dried foods. The last two that died I noted a white "crust" above their (forehead) eyes late in the afternoon and by midnight they were dead. I now see two more with the "crust". I haven't a clue what it could be. As I said I'm trying to establish a new tank. These are the first fish to be put in the tank (as a trial). There is a UV sterilizer on the filtering system.

A photo is attached for reference. There isn't any other white dots or spots on the fish (i.e. ick). They are swimming fine and they ate this morning. I've not seen this sort of a "crust" on only one location, above the eyes before. I can assure you it is not the lights reflecting on the fish in the photo - the white is the crust. It is only in the areas above and between the eyes. Any suggestions are appreciated.
