Skimmer yes. Refugium it depends on what you are keeping. You need to put more info here about your system so they can help you. I'm a rookie like you.

a fowlr saltwater and later i would put coral in like a year maybe or 4 months

A little info on tank would help how many gallons do you have a sump also you need to consider total water volume before buying a skimmer is your sump set up for a skimmer and refugium alot of variables to consider before buying equipment go slow and do it right the first time it will save you money in the long run just my .2$
