Repairing Natural Wave Timer

My wave timer seems to have died. It seems to be a very simple circiut using a 4060 counter and triacs. The outputs ocillate at around 40hz @ 120V and don't switch back and forth. Any ideas? Has anyone ever tore into one of these? I'm not an electronics genius and have only enough knowledge to be dangerous. Any help is appreciated.

Could be that your 4060 is dead... It is a CMOS and highly sensitive to static electricity.
