replace wet/dry with fuge

i want to replace wet/dry with fuge, when i change plumming around will pvc cleaners and glue have any affect on corals,fish

Be sure there is no residue and the glue and cleaner is completely dry. A white vinegar bath or wipe down would help. Run carbon after changing over for insurance.

No but when you change things around and re-glue something,you should let the glue cure for 24hrs before using it.

If he lets it cure for 24hr with out having the filtration on will that affect the inhabitants in the tank?

No...He'll still have LR and LS for filtration and 24hrs isn't long enough for it to be a problem.
