RODI bucket slimey?

I have RODI water in a 5g bucket with just enough space for my heater and power cords to come out of the lid. I went to refill it and there is white slimey stuff in there.

Should I keep a powerhead in there mixing the water around?

Sounds like it could be just bacteria starting to grow. I get that in my water softener container every now and then. I would just clean it out and not add a power head.
