salvaged tank/back to life

ok here is the deal, i bought a used 54 corner tank that is running (sorta of) and gonna see if i cant bring it back to life.
current set up:
54 corner bow front
20/30 pounds live rock(guessing)
overflow box gph unknown (3x6) 1.25 inch drain pipe
2/3 inch sand bed
mh and vho lighting
sump containing three chambers:
1. bioball 2. what used to be live mud 3. return pump mag 3
contains 1 clown 2 3-stripe and 1 blue damsell (all are two years old)

so here is the thoughts. the guy i bought it from basically said he hasn't done anything to the tank other than feed the fish for the last year +..no water changes/nothing. what i would like to do is revive it back to life. the rocks have descent color but there is very few things on them (basically rocks with purple algae color) if any at all and the sand bed is not bad but buy no means white and pretty. i was thinking of replacing return pump with a new mag 5, either trying to remove sand bed and replace or add additional inch or so of clean stuff on top(mainly due to it is medium size and would like fish to clean it). adding a few pounds of live rock in a hope to reseed with all the cool stuff that comes with live rock. replace mud in sump with new miracle mud and add spaghetti and urchin pro skimmer in middle chamber. bio balls in first chamber? replaced? also thinking of dropping a mag 5/7 inside tank with pvc pipes as a means of creating water movement kind of like an internal closed loop system. removing fish due to age and aggressiveness to be replaced with newer fish. and hopefully starting add coral packs if everything works out

any help would be appreciated. any thoughts on what not to do would also be good(bio balls,water flow,skimmer in middle section with mud,replacing sandbed or overlay) again thanks for any help

If you're not planning to keep the current livestock then maybe a LFS can give you a credit for them or maybe somebody will take them off your hands. I like the idea of adding a skimmer, replacing the sand and removing the bioballs. I'm not sure what you're referring to when adding spaghetti. The increased flow in the tank would be best accomplished by powerheads, IMO. Good luck with the project ;)

Price might be reflectiv of the fact that the closest lfs that has anything saltwater is exactly 246 miles away. Im thinking the toilet in response to earlier post.anyways any suggestions on what to put in first chamber of sump after I remove bio balls?
