Sapphire skimmer problem

I am having trouble getting my new sapphire skimmer to make bubbles. I ran it in vinegar/water over night, rinsed with warm water, and got it skimming over night last night. This morning I pulled out the cup and cleaned it, but the pump stopped bubbling. I’ve tried stopping and restarting a few times and pulling the skimmer out and putting it back in. It sputters a little, but does not continue to make bubbles. Any advice?

all skimmers need a few days to a week or so to really start skimming, if you mess with it the oils in your skin actually prevent the skimmer from operating correctly. if you set it to the right water level then leave it and just watch for it breaking in it should work within a day or so.
 
I'm familiar with that concept, but the problem seems to be that the air line to the pump keeps getting water in it, hence no air bubbles...at all.
 
Did the pump get bumped off the lowest setting during cleaning? What model skimmer do you have?
 
I have the NC24 model. The pump has been tried at low, mid, and high settings with the same results. After several restarts, it is currently sputtering; getting a gulp of air every second or two.
 
I've been in contact with Kyle and he's trying to help me out; just thought others with this skimmer could offer advice as well.

BTW, the water level is at the spillover between 1st and 2nd compartments.
