SCB-301 Skimmer - Cleaning and startup

I just picked up a new SCA-301 Skimmer from ebay. This is my first skimmer and I was wondering what the proper way to clean it before setting it up to get the oils and such off of it.

I was planning on washing it in the sink with dish soap ( light amount of soap) and then give it a vinegar bath.

I feel like this is a stupid question but I rather ask then not.

Thoughts?

I ran my in a 50/50 vinegar water bath for a few hours, was producing skim in minutes after adding to the tank. I wouldn't use soap. IMO
