Scorpion or Anglers

Wanting to know cheap and easy to keep of these species that can be kept in a 20-30g aquarium.

cheap?!?!?!? nothing in this hobby is "cheap"...

I know but theres one at my LFS that is 39.99 and can fit in a 20 gallon aquarium with sand and only hang over the back filters.
