So you plan on keeping him in a breeder for all of his life? ON further inspection of the video, I'd say he's getting up there in terms of full size, he definetly needs a bigger tank.
 
Yes, and correct me if I'm wrong, but he looks to be about 2-3 which is way too big for what you have him in now. I don't know if you've gotten advice about this already, but 15 gallons isn't enough. The least volume you shoul have them in is about 30 gallons, and even then, with a really good skimmer and constant water changes. A 15 gallon not only won't be big enough, but it will be very hard to maintain a ceph in...
