sick fox face fish

I seen a foxface today and talked to a couple of people about it. I do NOT have pictures but on his fins he has yellow sponge and his eyes are cloudy with a blue haze. Background on tank is I am only the messenger NOT my fault tank was set up right at 6 weeks ago fish was added 3 weeks ago. I do not believe this is ich however I do believe this is some kind illness or infection from bad water param's. any advise would be greatly appreciated

dont know about the sponge but the eyes sound normal.

foxface have a cloudy bluey haze to their eyes.
