skimmer break-in ????

Does anyone know what is happening during the first few days that a skimmer is running that causes it to not work very well?

I am not 100% sure but I heard somewhere it is the the bacteria film developing on the inside.

The production oils have to wear off of all the parts and you have to build up a slime layer
