skimmer bubble probs

i have a aquamedic skimmer w a OR2700 pump. I put a valve on the pump b/c it seemed that it was too big for the type of skimmer i had. that seemed to have worked for a few days but my problem now is that it still makes bubbles but none of them are going up high enough to reach the top of the cup. do i need to increase flow to the skimmer via the valve? or should i put an air valve on the air line and reduce the amount of air it is receiving, and leave the valve alone? thanks for any help guys.

Is it a TurboFlotor 1000?

If so, there are two knobs on the exit tubes that control the flow thru the skimmer. I wouldn't try to slow down the pump itself.

I eventually tossed the knobs & adjusted via an air valve. Could never keep that p.o.s. adjusted for more than a day.
