Skimmer or Reactor

Hello everyone! My 29g aquarium is doing well. I recently purchased a six line wrasse and he's getting along well in his new home. I recently had a hair algae problem. A combination of aggressive water changes, some more clean up crew has nipped it in the bud for the most part but I still have some holdout. With my tax refund coming I'd like to add something to help with excess nutrients. Which do you think would work better a carbon reactor or a protein skimmer? On another note does hair algae not like flow? It seem that only the spots without current are really getting hairy.
 
IMO, I'd get a skimmer. They both serve different purposes, but I don't really use carbon, though, either. Skimmers are excellent to have as they pull out organics before it breaks down to nitrate. In regards to hair algae, flow doesn't really have any impact on it, IME.
