If the hermits are significantly smaller (e.g. small Clibanarius species like C. tricolor and Turbos that are 1"/2.5cm or bigger), then it should be safe. When the hermits are larger, and therefore stronger, or when the snails are about the same size as the hermits' shells, it can be more risky for the snails.
I can't offer much help for the shrimp except to say that in the past I have kept coral banded shrimp with Turbos and small (perhaps some closer to "medium" with shells around ~1"/2.5cm) hermit species with no compatibility issues.
