snowflake eel substrate

so my girlfriend is starting an aggressive tank and wants a snow flake eel and wanted to use larger black stones as the substrate not sand or cc would this be fine with plenty of rock for it to hide or do they burrow and need sand?

They don't burrow into sand. They do enjoy caves and rocks to hide in

Make sure you secure the rock or they can topple it.

You could even get white plastic grating (having a brain fart right now) and glue the base rock to that so it's more sturdy without having to rest directly on the glass.
