Soft coral questions/issue?

I am fairly new to softies and i haev a 75 gallon mixed reef. I have a good amount of flow, 48 3watt LEDs from rapid LED, I run GFO and carbon. My issue is that my devils hand seems to always have that waxy looking bacteria on it. it will go away for a day or two and i might get like 6-10 polyps extending but thats about it. then it gets waxy for about a week. I pointed a power head straight at it and that seemed to help a little, but is there anything I can do to make it open up more? All my params are good.phosphates aroun .08ppm PH is around 8.0 alk= 11ish salinity is around 1.024

pic would help.. how far is the owerhead away from the leather.. I have 2 tunze 6045s about a foot away from my leathers and they never close up as I get contimious shedding from the powerheads

here is a picture. You can't tell but its glossy today. Some times its opened up more with no gloss and sometimes it has a few polyps out but never many. This is what it normally looks like. I have it in a moderate flow and high light. I have read they can be placed just about anywhere so shouldi try to move it down into medium light low flow?

no they need flow to shed... med to high flow...

That's what I thought. But I read I other pages that people have them in low flow. And even with high flow on mine, it shed every two- three days
