SPS's not extending polyps for over a week?

Hey guys I have a problem. ALL of my SPS's have not extended their polyps in about a week. The only ones that have some polyp extention are my two milles and they aren't extending as much as they were before. I have about 30 different SPS's and none of them are extending polyps.
I found red bugs last week so I did an Interceptor treatment on Monday (10/12) and was expecting to see at least some polyp extention by today, but there still isn't any :(
The last things I've added to the tank were a flame angel on 9/26, a SPS on 9/26 (where I got the red bugs), and a SPS on 9/29.
Testing- No3-10ppm, Phos-0, Ph-8, Alk-8.4dkh, Ca-400, Salinity-1.023, Temp-78-80F.
I know some of the stuff is on the lower side of the scale, but I don't think that could be the problem...right?
All LPS's and zoas are looking great.
All fish, shrimp, crabs, snails are looking great.

Any help/ideas would be very much appreciated!!

How is the PE at night -- when the lights are off? If it is fairly normal then I would suspect the flame of nipping.

And while I don't think it is a direct cause, I would still raise up your SG/salinity to 1.026/35 PPT.
 
I have seen Flame Angles pick at SPS. I had 1 that I saw do it. He would pick at Monti's and Acro's. I don't know if thats whats going on, but it could be.
