stagnant top water question

i'm running a 14 gallon nano biocube everything appears to be running fine, my nano has a 2 intakes for water one at the top of the water line the other near the bottom of the tank.

i noticed that there is a slight film or residue on the top water level and it is not be cleaned away, i have ordered a koralia 1 circulation pump for the other side of the tank should i just have it near the surface of the tank to break up the stagnant top layer?

any thoughts
 
Yes a koralia 1 would help with your surface film. You could either place it near the top or place it midway down and point it slightly up. The idea is to mix the film around enough so that it makes it to your oveflow/skimmer and is removed. A thin surface film in some corners is common in many tanks and nothing to worry about.
