Well, yes and no. This is a bit more of a complicated subject. To be honest, I probably would have made the same comment just a year ago. However, I am convinced certain stony corals, and even softies can alter their pigment depending on the length of time they are exposed to a bluer spectrum of light. Also, I'm learning that all corals benefit from a real light cycle including dusk, dawn, nighttime(blue) and even a moonlight phase- so in that sense, actinic can promote health/color.
But yes, the most basic answer is no, it is not needed. I ran my 8ft softie dominated reef for 8 months with no actinic supplementation of any kind.
